Fwiw, that is pretty close to the definition of procrastination. What's described here would be near the extreme end of the procrastination spectrum in fact, since any further delay after having delayed "as long as you can" is in the "no longer can delay" area. That's a bit pedantic but in the moment someone tried to make a decision and I encourage delay because it's not the last responsible moment, I could see them saying "it feels like we're just procrastinating!" Maybe some clarity here would be elaborating on the framing present in the second half of "making decisions at the moment waiting would no longer be responsible, because we've got the most information we can use now". Focus less so on the last responsible moment and procrastination distinction perhaps.
